Differences in approach between a court and the registrar of execution: the state requested to open a case in execution 7 years after a ruling was issued ordering a person to return money to the state. The Secretariat of the Office of Execution decided not to open the case on the grounds that the state waited 7 years before applying to open a case and did not even apply before to the debtor and in fact "sat idly".
